High Witches and Death Scythes gain a non-combat activity loop built around private briefings, optional delegation, structured decisions, mentorship, organizations, projects, and Legacy. Use command as a Death Scythe or court as a High Witch. Endgame authority never grants staff power, overrides consent, changes another character's sheet, or establishes a PC's guilt as fact.
